Will you kindly turn your attention to my letter under reference No. (i) cited above? Two months have passed since you received my letter i) and the copy of letter under reference (ii) and the copy of circular under reference (iii) which are clear proofs of infringement of EIC/EIA on your powers. But I am sorry to state that till date I have not been favoured with your reply.



In the meantime, I had an opportunity to go through your Office memorandum under Ref. F. No. 27/8/2007/EO/S.M.II of Govt. of India, Ministry of Personnel, Public grievances and pensions (Department of Personnel and Training) dt. 8th December 2007 wherein you had clearly mentioned that if any Ministry/Department resorts to violation of Allocation of Business Rules and if such violation is brought to the notice of D.O.P.T., the D.O.P.T, will treat it as non-est and shall be authorised to declare the same as NULL & VOID (Rahul Sarin).



From my letter under ref (i) and the copies of letters under ref (ii) and (iii) I have brought to your notice such a violation (infringement by Export Inspection Council and Export Inspectyion Agency (EIC & E.I.A.) on your powers). So, I request you to treat the circulars by E.I.C. and E.I.A. as NULL & VOID and declare the same accordingly. Further the sending out of employees by the E.I.C./E.I.A. on V.R.S. may please be treated as ILLEGAL and restoration of PENSION RIGHTS to V.R.S. Victims may be ordered and the STATUS QUO prior to the circular under ref (ii) may be brought to effect to all the past employees of E.I.C./E.I.A. who were affected by V.R.S. While declaring the circulars and subsequent actions of the E.I.C./E.I.A. as NULL & VOID I may please be given a copy of such a declaration against E.I.C./E.I.A.
